Regardless in the same episode Maul and Kenobi had a 1 v 1 out in the open and Maul was not portrayed as superior in any way. He was actually defending against both of them out in the Open for a short time as well. I'd say being outnumbered is the bigger disadvantage.
The one time he's actually had a lesser showing is when he and Savage fought Kenobi in a place where they were at a clear disadvantage, and Kenobi at an advantage. And Kenobi was winning that fight until he got distracted helping Ventress, and then started losing further when Maul Dun Moch'd him about Qui-Gon. The one time Maul was beating Kenobi in a Saber fight (Post-AOTC) was in Revenge. Maul's proven he's better than Kenobi on several occasions,
